The results are in: The Partnership for Public Service’s 2025 Public Service Viewpoint Survey reveals that the federal workforce is deeply dissatisfied and disengaged across government—and employees have become demoralized since the Trump administration’s reforms began. The 2025 government-wide Employee Engagement and Satisfaction Index Score is only 32.0 out of 100. Of all survey respondents, 36.5% shared that their work unit provides worse quality services compared to the year prior. Civil servants are collectively the backbone of a thriving democracy and an effective government.
