Caleb Hemmer warned that Tennessee’s voucher program was “flying blind.” Now the state has reserved 35,000 vouchers worth more than $263 million, an 81% increase in one year. Nearly $140 million is reserved for returning recipients, yet we still don’t know their income distribution, how many were already attending private school, or whether the program is improving student outcomes. When public money is spent, the public deserves answers.
